upto 20kms no need to generate E-way bill

See, the distance is for the purpose of VALIDITY not for the requirements of E way bill.

E Way Bill is always required in case of Inter state supply and if the Value of Goods exceeds Rs. 50,000/-. Now say you are supplying from the edge of any state (say UP) and at 10Km Delhi Starts. In that case you have to generate E way bill.
