In case a pharma factory is situated in a different state (for ex: Karnataka with 10 staff members) and head office in Hyderabad (5 staff members) in which state should we register for ESI and PF.

Esi registration and pf registration is centralized. registration is one and unique.
Check yoir pf eligibility. You need 20 staff to registet for pf while esi is 10 staff
