EPF on Stipend

Dear members,

EPF for the training period, which is followed by regular appointment should be paid or not?

What I feel is that tainee under Apprentice Act are not covered by EPF, whereas in above said case EPF should be paid.

Kindly clarify with reference to court case or EPF&MP Act?

My understanding is that those covered by Apprentice Act do not come under PF.  Another possibility of a similer situation could be where the Management policies stipulate a definite "apprentice and trainee" programme for imparting practical knowledge and accordingly the trainees/apprentices are engaged.  I guess the underlying concept is whether the relationship is 'teacher & ward' or an 'employer & employee'.
