as per the rule, Our number of employees is less than 20.
but some of them getting pay less than ₹15000/-
PF rule will applicable ?

No as number of employees is less than 20
Since the threshold limit is not crossed w.r.t. no. of employees, it is not mandatory to register under PF act. Voluntary registration can be opted for.
