Eligible for new final exams?

Hello friends,

Can somebody clear my doubts whether I am eligible for the final exams in 2013?

I cleared PE-II in 2006, and I had already completed articleship before that under the Intermediate scheme. For finals, I was given a new registration number starting with CR... and I attempted first group of final in 2008 but could not clear it. Since then I have not been able to write my final exams because I got married and had to go abroad.

My question is-

1) Am I eligible to write final exams in November 2013?

2) Will I need to re-register for it?

3) Does anyone have any experience of writing in an exam center abroad? eg. in Dubai? Was it OK?

I would be grateful if someone could help me.
