What to fill in "Eligible Duties Paid On Such Inputs" in case of duty paid invoice is not available??? (Column No. 7(a) in form tran 1)

when duty paid invoices not available fill TRAN 2...
I think first we have to file tran 1 after that we can get tax benefit in tran 2. in case of duty paid invoice is not available.
