Can a sweet shop registered as a normal tax payer charging 5 % gst on sales can claim ITC on purchases?

Yes you can claim ITC .
But make sure that it's not restaurant Cum Sweet shop & also if you are providing seating arrangement to customer & serving sweets to them , then ITC not is not available.

They don't have as such seating arrangement but they do have stalls for Chinese & some food items
