I have completed my IPCC level. Where do I stand in terms of my eligibilty to appear for CPA exams?

Also. I have B.Com(hons) Degree from Delhi University. Is it needed that I even pursue a Post Graduation Course or does my CA Qualification add to my eligibilty for CPA??

One needs only to be graduate from any recognized university so as to be eligible for CPA course....

The simple answer is NO.Check the rule of 4 year eligibilty.

If you only have a 3 year Bachelor Degree it may not meet the criteria required for CPA but if you have a 2 year master degree along with that, then it is counted equivalent to 4 year Bachelor degree of USA.The second way is to complete Chartered Accountancy which is equivalent to 4 year Bachelor degree(In the case of  CPA).

If you have only completed upto the IPCC level, then unfortunately you are not eligible. You have to clear even the final.

If you are not interested in doing CA anymore, I would advise you to go for a master degree.

The two most important aspects of becoming a CPA are passing the Uniform CPA Exam and meeting licensing requirements in the state where you want to practice. As for CPA eligibility, you need 120 credits to appear for the CPA exam and 150 credits for the CPA license.

General rule: Every year of university education in India is equivalent to 30-semester credits of US education. Some state boards award credit for international professional qualifications like CA. For international CPA candidates from India, generally 3-year commerce graduates from NAAC A universities who have scored a 1 st division are awarded 120 credits.
