is electronic reference a must or optional.....in must is there exempted invoice value limit

Not must but would be beneficial. Yes if the value doesn't exceeds rs. 200 subject to condition a. Recipient is not a registered person b. And he doesn't require invoice. Then no invoice is required to be issued
