Late fees should not be levied.

as your income is below taxable limit I.e 2,50,000 penalty will not be levied

as the income is lessthan 2.5lacs u can get the refund of tds deducted....better to file itr

It is better to file return as TDS is deducted even though your income is below exemption limit and claim refund of same....
Otherwise you may get a notice u/s 142(1) as a part of scrutiny assessment...
