if a person who is unregistered with GST as he is supplying excempted goods, trnasferes those goods from one place to another- does he require e-way bill?

if the same person is stock transferring goods purchased by him liable to GST to his another branch does he require e-way bill?

E-way bill is to be generated when the value of goods exceed the threshold limit. Any unregistered person can also generate such bill
One of the crucial issues faced by industry is assigning the responsibility for generating the e-way bill. According to the law, the onus is clearly on the consignor or consignee who is responsible for the movement of goods of value exceeding 50,000 INR. However, the responsibility for generating the e-way bill may be passed on to transporters in cases where goods have to start from the transporter’s location for onward movement and transportation details are not known.

but ankit i am not asking about the onus. the onus is on someone who starts the movement on goods. but here that person is unregistered. moreover he is sending things to his branch office so even that branch is unregistred

@ deepshikha-By providing ur PAN and Aadhar on portal
1. Unregistered person can also generate EwaY bill. Just havinv pan & aadhar card you can registered yourself & can generate eway.

2. If you are supplying exempted Goods then Eway is not required

3. URD cannot supply interstate , so mind it that supplying goods to branch is within state
As per my view, For exempted goods no need Eway bill. Experts opinion advisable.

maam.. supplier and recepient both are unregisterd so my question is , is it neccessary to generate e-way bill?
