Hello If I remember correctly there was a notification to make annual return optional for those less thn 2 cr turnover for fy 19-20. Has it been confirmed already? Had called up cbec helpdesk and they are not aware of it. Pls confirm. Thanks!

Yes you are absolutely right Sir...
Filing of GST Annual Return under section 44 (1) of CGST Act 2017 for F.Y. 2019-20 has been made "OPTIONAL" for Small Taxpayers whose aggregate turnover is less than Rs 2 crores and who have not filed the said return before the due date. The same has also been notified by the Government ( CBIC ) vide "Notification No. 77/2020 - Central Tax, dated 15th October 2020." You can check it in the official website of the Central Board of Indirect Taxes and Customs ( CBIC ).
1). The Principal Notification was Notification No. 47/2019 - Central Tax, dated 09th October 2019, which made filing of GSTR-9 OPTIONAL for "FY 2017-18 & FY 2018-19."
2). The new notification i.e. Notification No. 77/2020 - Central Tax, dated 15th October 2020 has made the filing of GSTR-9 OPTIONAL as well for the Small Taxpayers for FY 2019-20.
Therefore, for FY 2017-18, FY 2018-19 & FY 2019-20, filing of FORM GSTR-9 ( Annual Return ) is "OPTIONAL."
