Pls. Let me know if by mistake I was not prepared DS2 for purchase in Delhi from Rajasthan. What is the solution so that I can issue C form??

There will be no issue by issuing c form, if ds2 has not been filed.
You can still issue your statutory C forms to suppliers

but GRN number is compulsory while requesting the C form
