Hi,
If i remember correctly, last year I downloaded an exe file, installed it and run it then filled my ITR1 offline and then uploaded it to the incometax efiling website.
This year when I go to download section that download file is missing.
Is offline utility discontinued. It's not even for previous year.

You are correct, the ITR filing utility & forms for AY 2023-24 are awaited.
