QUALIFYING AMOUNT SIMPLY MEANS ELIGIBLE AMOUNT OR ADMISSIBLE AMOUNT...
Now the context in which the words have been used is to be seen like "QUALIFYING AMOUNT FOR CLAIMING A DEDUCTION" MEANS THE THE MAXIMUM AMOUNT FOR WHICH DEDUCTION CAN BE CLAIMED..
