Do we need to charge service tax?

Is it mandatory to charge service tax if we take Service tax registration though my Gross Value of Services is less than Rs.10lakhs?

If not, filing of Service Tax is mandatory for zero tax liability?

If I need to file ST returns, can I get Exemption notification?
