I hae several answer to this questions ......
1) Get 7 full barrels and pour half of each barrel to the 7 empty barrels. Then it will be like 21 half barrels. That can be divided easily, 7 each
2) Get 4 full barrels and 4 empty barrels and pour half of each full barrels to each empty barrels so that it will make 8 more empty barrels. That counts 3 full barrels, 15 half barrels and 3 empty barrels. Divide them between the 3 so that each of them will be having 1 full barrel, 5 half barrels and 1 empty barrel.
3) Make 2 more full barrels using 4 half barrels (pour one half to another half barrel. The same way make 2 full barrels). Then there will be 2 remaining empty barrels. That counts 9 full barrels, 3 half barrels and 9 empty barrels. Divide them between the 3. So each of them will be having 3 full barrels, 1 half barrel and 3 empty barrels.
4) Okey then one more.....
Get 1 full barrel and pour half of it to 1 empty barrel. That makes 2 more half barrels. All together there are 6 full barrels, 9 half barrels, 6 empty barrels and each will be having 2 full barrels, 3 half barrels and 2 empty barrels..
Try ....................all the possible combinations..........there might be more...........i have only these.............can anyone suggest more...........????
