i would like to know if a auditor is not able to comment due to lack of supporting evidence be called as a disclaimer of opinion.If yes,how to correct it?

I too want to know the answer. Can anybody plz reply for the above question. Will the income tax department accept such comments made by auditor like unable to comment due to lack of evidence
