2- Rs.3 Lacs Salary paid to Mrs. Meera without deducting TDS

regarding salary if the salary is before deductions and after deduction comes under below basic exemption limit then no TDS required. else required and whole amount to be disallowed.
in the first case whole exp of 1.5lacs will be disallowed if no TDS made and paid to govt.
