acording to sectiom 149(3) co. must have atleast one director stayed 182 or more days in india
is its also applicable to foreign co.?

Yes.. Eveb foreign companies doing business in India need to have a resident director.

Second 149(3) says every company and company as per the Act means every company incorporated under the Companies Act, 2013.
