Difference between offer for sale and ipo??

Hello dear,
In Offer for sale, any existing shareholder sells his share to public at large. Here the amount of Share Capital is not changed, just number of shareholders changes.
Whereas IPO itself tells Initial Public Offer means first time shares are issued by company for subscripttion by public.
