Definition:
“Clearing and forwarding agent” means any person who is engaged in providing any service, either directly or indirectly, concerned with the clearing and forwarding operations in any manner to any other person and includes a consignment agent.
Consignee means "The named party to whom the goods are sent, for example, on a Bill of Lading or other transport document. In practice most Bills of Lading are consigned 'to order' which means the importer can authorise someone else to collect the goods.
I think not a major difference.......

Consignee – the company or person whose name is reflected in the consignee column in the bill of lading – in other words the “buyer” of the cargo..
Clearing Agent – the company that is authorised to process documents and cargo with customs on behalf of the client.. The company has to be registered with the customs authorities in order for them to do this..
Forwarding Agent – the company that handles all shipping movements for a client.. The forwarding agent generally negotiates rates with the shipping lines, nominates which shipping line to use for the carriage.. They may or may not do the customs clearing as well and sometimes nominate a clearing agent of their choice..

The definition of clearing and forwarding agent has been given under clause (25) of section 65. It provides that:
"clearing and forwarding agent means any person who is engaged in providing any service, either directly or indirectly, connected with the clearing and forwarding operations in any manner to any other person and includes a consignment agent".
Therefore, a service will fall under the clearing and forwarding agent service, if it includes
§ a person;
§ engaged in providing any service connected with the clearing and forwarding operations; and
§ includes a consignment agent.
