Difference between CBEC and ACES registration

We have a new private limted company. And we need to do registrations for IEC, Serivice Tax and VAT and other applicable taxes. First, I am doing service tax registration. Searching through https://www.caclubindia.com I found that some suggest registration at ACES and some at CBEC. My queries:

  1. Do I need to register at both the sites or only at one place?
  2. Is ACES fully online? I mean, don't I need to send documents physically if I register at ACES?

Please clarify.

ACES is E-receipt counter for CBEC, you can file the application electronically in place of manual filing, 

submitting of documents and issue of registration is same in all cases and registration will be granted by CBEC only. 

CBEC is a supreme body (Board) of Indirect taxes and ACES is a online platform which provides the facility of online registration , return filing, refunds , (of custom, excise, and service tax) etc.

Do I need to register at both the sites or only at one place?

You have to registered on ACES website and follow the presribed procedure.

 

Is ACES fully online? I mean, don't I need to send documents physically if I register at ACES?

There is some procedure for registration under service tax which involve both online (ACES) and manual procedure.

I had submitted the ST-1 application and now I need to follow these instructions:

-----------------------------------------------------------------

New assessee seeking registrations in Service Tax should submit to the jurisdictional Range Officer, a print out of the application form submitted online duly signed by the authorized signatory along with copies of the following documents :
(a) copy of PAN,
(b) Proof of residence,
(c) Constitution of applicant at the time of filing an application for registration,
and
(d)Power of attorney would be required in respect of authorized person(s).

In the above I did not understand "Constitution of applicant". Also is the power of attorney required if the person submitting this is a Director of company (Pvt. Ltd.)?

  1. Is the bank statement (ICICI) sufficient for Proof of residence?
  2. Do I need to submit PAN copy if the person (director) or the company?

- PAN for PVT LTD comapany and the director signing the application. 
(b) Proof of residence,

- documentary evidence for company viz, trqade licence/ electric bill for pvt ltd company and one documentary evidence for director residence.
(c) Constitution of applicant at the time of filing an application for registration,
and

- if the signatury is director then he has to obtain NOC from balance of directors to sign the form 

OR


(d)Power of attorney would be required in respect of authorized person(s).
