friends plz tell me the difference between seizure of goods & confiscation of goods.

In seizure good are returned by dept. but in confiscation goods are not returned by dept.
they are permanently kept by dept.

in seizure the property of goods seized is remain with the true owner n only the right to dispose is suspended but in confiscation the owner ship is terminated
