One advisary has been issued by GSTN on portal regarding negative liability , please go through that advisary .

While filing for GSTR4 I'm receiving an error when compute liabilities ... its says "failed to complete pre validation. error RET00001"

Yes you need to pay & claim refund.
Note : Refund can be claimed only if you have paid in cash while filling CMP 08 during the year.

We have file the 19-20 table 6 data in table 6 of 20-21 gstr4
