GST SUO MOTO Cancellation

I have forgotten to file GST return on time. Now I am served the SUO MOTO cancellation.My business is not active, I am not earning any money from it. I would like to keep the GST Registration but, I have to pay around Rs. 3500 for each 6 months i.e. Rs. 3500*6 = Rs. 21,000 for late fee GSTR 3B.

What is my best option?
