I am a GST registered ( regular )dealer belonging to Tamil Nadu. Can I purchase from a dealer who I registered under composition scheme belonging to a different state ?

No you cant ,..as per section 10 CGST Act Composit dealer cannot supply Interstate

Yes, composition dealer can't do interstate sales.
