GST on Insurance agents

Is GST applicable for insurance agents. Currently companies deduct service tax from the commission paid to the agents. Post GST how is it treated?

Commission agent is liable to register with out threshold limit
Rate is 18 %

how about the Insrurace Agent who is registed agents with LIC and GIC
