Wct on construction of agri warehouses

Dear Expert, I have doubt whether WCT applicable on construction of agri warehouses. Please clarify me regarding above issue.

This service is exempt from service tax under serial No. 14(d) of mega exemption notification no. 25/2012 as updated by Finance Act 2016.

Since Service tax is not applicable hence works contract under service tax law shall not be applicable.

However, for VAT purpose you have to specify the state.

For WCT , you have to refer your VAT laws

Could you pleae let me know, the WCT is whose responsibility?

should contractee have to deduct and pay to the government or can contractor directly pay to the government?

burden is on whom?
