If a dealer sells goods on CST, say in January,2012 and the same goods are returned in July,2012 after submission of Return, then can the dealer claim the refund of above CST or not, if yes under what provisions

Yes..if goods returned within six month of sale ..refund can be claimed.
You can also adjust against the payment of cst liability
