Validy of registartion query

hi guys.. i went through dis notification of icai regarding the validy of registration..

i am aware that this notification is on hold..
my query to experts is that my article start date is 21/08/2007
i have applied for nov11 final exams...
should i go andd re-validate my registration ??
should i also pay the penal amt of 250?
