Since the depot is newly opened, the price which the goods might fetch, at the time of sale, at the depot will not be known. Hence, self assessment is to be made on a provisional basis for the first time. Subsequently when the goods are sold from the depot, the difference between the price considered for assessment and the actual sale price is to be paid as the differential duty.
