I do not find any option to reply of deficiency memo issued to me for GST refund on my GST portal menu.

You may contact the jurisdiction officer for the same.
Sir the officer asked to file reply online, they do not accepting the reply in hard copy.
Also they do not know how to reply the memo in online portal

You can view issues notices select the NOTICE/ACKNOWLEDGEMENT tab
Sir wo bhi kr k dekh liya, koi option hi nhi open ho rha h reply ka, don't know what to do.
You can raise/ file Grievances to gst helpdesk
