When two deficiency memo are generated with same period refund claim then we apply this again online or not .

In term of Circular 125/44/2019 GST , under S.no 10 , After a defeciency memo is issued , the refund would be not further processed so a Fresh Application (RFD01) need to be file.
I have also faced same issue .but officer had told me after issued Deficiency Memo. i should have to submit Self Declaration and Unter taking letter with supporting Documents
