Under which section or rule it is said that it is compulsory for company to create deferred tax asset or liability

Accounting Standard (AS)-22 issued by ICAI is mandatory for every company to create DTA/DTL.
Also refer Balance sheet schedule III (section 129 of the companies act 2013) financial statements .
