can a person claim deduction for tuition fees as well as lic for his brother's children in his respective return?

I don't think so...
As per the Provision of Section 80C of the Income Tax Act 1961, Tuition Fees of children for full time study in India ( School, College, University ) excluding Donation and Development fees which have been incurred for upto 2 children is allowed as deduction upto Rs. 1,50,000/-

You can not claim deduction of tuition fees of your brother's children under 80C.
