Deduction u/s 80c

I have received arrears of salary from A/Y 13-14 to A/Y 16-17. I have not filed Income tax return whereas TDS have been deducted for the A/Y 13-14; 14-15.

Can I claim deduction of 80C at the time of filing return for A/Y 16-17 and claim the benefit of 80C for A/Y 13-14 & 14-15.

No.. You can't take TDS benefit in 80C...

if you have received arrear for last two years and TDS has been deducted in current year ..........ok

you are required to prepare Form 10E to find out the figures of relief under sec 89(1)

and Both ITR and 10E should be submitted online.

In Form 10E , you have to consider all previous returns ( i.e. gross income , deduction etc.) which are related to your arrear

First  Calculate Relief U/s 89  then fill Form 10E than file ITR as date of filing Form 10 E online is mantodatory in ITR

Whether benefit of deduction u/s 80C can be claimed or not if it's not claimed earlier by filing ITR 

tell me about benefit of Sec 80C not TDS benefit for previous years

as explained by you,

ITR of earlier years were not filed........ok
then you can claim for deduction under section 80C assuming you have been claimed and
any deduction has been made from arrear salary, then can be claimed also
