If an assessee has a home transferred in his name by his father by gift deed and he has taken a loan for a new home in his name, can he claim deduction u/s 80 EEA ?

No...since Available on purchase of new property and your case is out of ambit.

No you are not eligible to claim deduction under 80eea bcoz you are already have one house in your name
