Hi all.. If a Indian company( Online coaching) pay online tution fees for a faculty from US, is it required to deduct TDS?

I think tds should not be deducted
If any indian through any agent pay tution fees to a collage but due to some reasons the amount is refunded for the issue of visa.whether the tds deducted from it can be refunded or claimed in itr.
