I had a query that whether old pension scheme government employees( who are contributing to GPF) are eligible to open NPS account in Tier 2 for additional tax deduction under section 80CCD(1B) Rs 50000?

Yes, if you have not exhausted the 80CCD1B limit, of Rs. 50000/-
Yes you can opne nps account online and contribute and can get benefits of section 80CCD(1B)
