In GST Debit notes and Credit notes can be issued by a supplier for effecting changes in outward supply. So Dr/Cr Notes can be uploaded by supplier only. For B2B, supplier have to upload it GSTIN Wise in GSTR-1. For the recepint/buyer the same will be reflected in GSTR-2A when the same is uploaded by the supplier.
