debit note issued by the supplier against short rate of gst
in receipent view it can adjust against tax liability?

If it's received from Suppliers against Purchase,(i.e at time of Purchase, short GST charged, now it's charge at difference amount) than you can take credit of same in your GSTR 3B and use that ITC for set off your liability.
