Can Employers issue Debit- Credit note to his employees for reduction in salary with GST?

There is no GST on salary .
It's being covered under Schedule III hence its not neither supply of goods nor supply services.
Thus cannot raise Credit Note or Debit note

There can't be any gst on salary. So no possibility of debit/credit note with gst
