what type of companies are exempted for creating DRR

I don't think any company is exempted from creating DRR. The Act says every INDIAN company issuing debentures has to create DRR. therefore it seems that they have exempted Foreign companies. and secondly they exempt Public financial institutions & NBFC (only in case of privately placed debentures).
