What is the meaning of Dearness allowance?

It's a cost of living adjustments allowance because of rising prices
But Cost of living adjustments allowance is called city compensatory allowance
DA is given to cover inflationary pressure whereas city compensatory allowance is given to employees in big cities for higher standard of living.
It is given to cover the inflationary purpose.... like.... with in a year...if any price rises or..any thing goes wrong with economy....so that employee can survive...
The Dearness Allowance(DA) is a cost of living adjustment to allowance. 
Plus DA is % of basic salary while CCA is a fixes amount
