Are "Dearness Allowance " and "High Cost Of Living " the same ?

Yes and no. Both are the determined by inflation and are essentially meant for people to be able to manage & cope with the rising prices of goods and services. The only difference I see is that DA is essentially a compensation for inflation , whereas the other ones are just costs due to inflation.
