yes it is opened from 10-10-2017 but manually . . . so go to the department then claim

Should I take a print out of this form and then after filling , submit it manually in the department??

Create your own word/excel file from format provided in CGST Rules, fill, sign & stamp before submitting with documentary requirements mentioned under the format.

For refund of IGST paid on exports, which dept we have to approach, is it the Central Excise Dept or others?
Also, how do I now find my new jurisdiction for the same & address?

commisioner of service tax dept
and registered address of the company will define your jurisdiction . . .
