Ct-1 form for export

Hello, One of my client wants to export a manufacturing goods with out payment of duty and It required to fill form CT-1. and for filling CT-1 assessee required to registered under central excise act. Is there any other option like membership of Indian export organization or Gujarat Chamber of commerce & industry ?? please suggest
