I want to know if an item's VAT rate is 4% then what would be in case of ISS without C Form. Will it be 10% or 4% as the local Vat is 4% particularly in delhi.

In your case the rate of tax without c form will be 4%.

I am a manufacturer and trader in delhi registered with the sales tax department. I would like to know what taxes I would have to levy in my invoice if I'm making an inter-state sale, in case
(a) the item attracts a VAT @ 4% in delhi.
(b) the item attracts VAT @ 12.5% in delhi.
Also would the rate of CST be the same while making sales in
(a) Maharashtra (b) Karnataka (c) Andhra Pradesh (d) Tamil Nadu

Dear Mr. Deepak. Refer Section 8 of CST Act which states that the rate of CST will be local rate if not sold to registered dealers.
