Cst applicable at 1 %

Dear All, Please note that there are few states, where cst @ 1% is chargable against form 'C' to registered dealers. i.e. Uttarakhand. Kindly advise the reason behind it and how many states in our country actually fall into that category. Thanks, waiting for your positive response soon.
